The “Fleming Report” on Public Schools and the General Education System was published in July 1944. The Government Committee (appointed 1942) that submitted the report included Maurice Jacks, a former Head of Mill Hill School, and Sir Arthur Pickard-Cambridge, the then Chair of the Mill Hill School Court of Governors.
The Report recommended reciprocal arrangements between Local Authorities and Public Schools – a proposal that lead, inter alia, to what became known as the “Middlesex Scheme”. By September 1945 Mill Hill began taking boys under this means tested scheme, funded by Middlesex County Council.
Similar schemes started at various schools (Eton, Harrow, Winchester and others) over the next few years. You may not be aware, but collectively, the scheme beneficiaries are all known as The Fleming Boys.
80 years on from the Committee being appointed in 1942, the Provost of Eton has kindly agreed to host a buffet lunch and reception in the Upper School at Eton for all the “Fleming Boys”. Old Etonian, Christopher Horne (a ‘Fleming Boy’), is the organiser.
